Full regulatory authorisation positions quantitative manager

to scale institutional-grade digital- and traditional-asset solutions

across MENA as regional demand accelerates

ABU DHABI & SINGAPORE, 10 December 2025 – Primrose Capital Management (“Primrose”), the leading quantitative asset manager specialising in model-driven strategies combining quantitative research and quantamental insights, today announces that it has been granted a Financial Services Permission (FSP) by the Financial Services Regulatory Authority (FSRA) of ADGM, the international financial centre of Abu Dhabi, the Capital of the United Arab Emirates (UAE). The licence is awarded following the firm’s In-Principle Approval earlier in the year and marks a major milestone in Primrose’s multi-year strategy to deepen its presence in the Middle East and expand the investment corridor between Singapore and Abu Dhabi.

The achievement underscores ADGM’s emergence as a premier global hub for both digital-asset and traditional-asset innovation, and reflects Primrose’s commitment to operating at the highest standards of governance, client protection and institutional risk management. Since receiving its IPA in mid-2025, Primrose has accelerated its operational build-out in Abu Dhabi, hiring portfolio management, risk and client-coverage specialists, and establishing a local research capability to adapt its trading strategies to intraregional liquidity conditions.

Gulf allocators, particularly sovereign entities, institutional investors and the region’s fast-expanding family office segment, continue to demonstrate rising appetite for transparent, risk-managed quantitative strategies spanning global futures, options and digital-asset derivatives. With family offices across the GCC now stewarding more than US$500 billion in assets, Primrose’s platform is tailored to meet this shift toward multi-asset solutions.

Linus Ong, Chief Investment Officer at Primrose Capital Management, said: “Securing the FSP is an important endorsement of our model, our governance framework, and our commitment to the region. ADGM has built one of the world’s most forward-thinking regulatory environments for digital and traditional markets alike. This licence allows us to partner even more deeply with the Middle East’s institutional ecosystem at a time of accelerating structural demand. Our goal is to provide Gulf allocators with transparent investment strategies that deliver consistent risk-adjusted returns across cycles. With the regulatory foundation now complete, we are positioned to scale meaningfully in 2026 and beyond.”

With the FSP secured, Primrose will proceed with the launch of its MENA-domiciled feeder funds, unlocking seamless access for regional investors to the firm’s flagship Global Multi-Strategy and Digital Options programmes. These vehicles will facilitate tighter integration between Asia’s liquidity pools and the Gulf’s expanding capital base, reinforcing the long-term investment corridor connecting Singapore and Abu Dhabi. Both jurisdictions have prioritised collaboration in fintech, market infrastructure, and digital-asset innovation.

Primrose enters 2026 with a clear goal to:

  • Deepen local market research and engineering capabilities to reflect MENA-specific flows and volatility regimes.
  • Expand family office and sovereign partnerships, delivering bespoke model-driven overlays and derivatives-based yield solutions aligned with institutional governance standards.
  • Strengthen digital-asset infrastructure connectivity, ensuring robust, regulated access to the firm’s high-convexity derivative strategies.
  • Advance regional hiring, contributing to ADGM’s innovation cluster and supporting the UAE’s broader goals for high-skilled financial sector employment.

With the FSRA licence now in place, Primrose is firmly anchored within one of the world’s most dynamic financial centres. The firm remains committed to building long-term, trusted partnerships, combining rigorous quantitative research with a human-centred client experience. These values align closely with its ethos of integrity, excellence and client care.
